Can the Election Commission post senior officers as subordinates to junior officers?

The Election Commission draws officers from various Departments of Central Government and State Government for performing Election duty in the capacity of Presiding officers or Polling Officers. The Revenue Department officials of the State Government are performing the functions as Assistant Returning officers, Zonal Officers and Asst. Zonal Officers. Sometimes, it happens that the higher ranking officers of the Central Government are made to work as the Presiding officers and function as subordinate officers under the control of the Zonal officers deployed from the State Revenue Department, who are holding low ranks than that of the Presiding Officers. Is this practice correct? Is there any norms for such postings???
