violent crime rate has risen drastically in the area he presides over, yet all he does is brag about his mistreatment of his inmates and how much he makes them suffer and people keep re-electing him. Why? His methods don't work, they don't save any money, and they are making thing worse for the people who keep electing him. The only reason I can think of is that he is a know racist and is being voted in by racist.
