Could someone ID a classic cartoon short for me?

I have a childhood memory of watching a video which had three cartoon shorts from the '30s and '40s...Little Lulu, Small Fry, and one more I can't quite place. It was about a bear cub who wanted to run away or stay out past curfew, similar to the plot of Small Fry. What I remember most clearly is that when the other forest animals told him to go home, he would sing "I don't have to worry, I don't have to care, my coat is warm and furry, I'm a very grizzly bear". Then I think he got lost and met a dancing skeleton...or was it a scarecrow? That's all I can remember. Any help would be appreciated!
